Q: Can I unlock a Boost Mobile phone?

Yes you can unlock Boost Mobile phones. Boost abides by the CTIA voluntary guidelines that were set by President Obama in December 2013 which essentially said that customers have the right to unlock phones that they own. That said, to use a phone on another network you need to be sure the phone will actually work with a new network, as some networks use GSM and others use CDMA technology to power their networks.
